Moda Raymond Coffey, 96, of Roanoke, went to be with his Lord on Saturday, October 25, 2008. He was a lifetime member of Grace Brethren Church. Surviving family include his wife of 74 years, Estelle Dangerfield Coffey; daughters, Peggy Ballard of Roanoke and Phyllis Paxton of Buchanan; sisters, Louise Rose and Mildred DeBord both of Florida; grandchildren and their spouses, Diana and Lester Mitchell, Robert and Florence Scott, Debbie and Clinton Paxton, Peggy and Sam Waldron, Randy Scott, Michelle and Michael Freshwater and Lisa and Michael Moore; greatgrandchildren and their spouses, Nicole and Nathan Handrahan, Bryan and Donna Mitchell, Matthew Scott, Jessica Scott, Laurie Breeding, Rebecca Paxton, Nathan Paxton, Ashley and Travis Weeks, Justin Barton, Ashley and Matt Lindeman, Dustin Scott, Jennifer Freshwater, Rachel Freshwater and Annabelle Moore; great-greatgrandchildren, Haylee, Mara and Lila Handrahan, Kirsten Mitchell, Cameron Scott, Aidyn Paxton, Taylor and Paige Weeks.

COUNCIL bosses face a drastic reduction in services after 3000 staff applied for voluntary redundancy.

It means Glasgow City Council could create a call centre for social work emergencies and the privatisation of waste collection.

Around 1800 people were expected to apply to leave by the closing date of March 31, however the high number has sparked concerns about the council’s ability to maintain current services and whether it has a strategy to deal with the aftermath of the departures.

The news comes as the authority gets to grip with the biggest ever public sector cash crisis.

Glasgow has led the public sector in slashing costs with actions that will be replicated across Scotland.

The council, which has a target of 4000 fewer staff by 2013, claims it has too many employees but said its approach has been underpinned by a need to avoid compulsory redundancies.

Although the departures and the redesign of services will take place over the next three years, early indications of the impact are emerging.

One in six members of staff in social work are to leave after being offered early retirement, while almost a third of all front- line staff in parks and cleansing, around 830 workers, have applied to leave. Around 820 social work staff from a workforce of 4900 have taken up the offer.

Only a few areas will remain exempt from having staff cuts, including child development officers in education, essentially nursery nurses, and residential care staff within social work.

The drastic reduction of front-line parks and cleansing staff has led to opposition politicians raising the prospect of fortnightly refuse collections and unions to talk of privatisation.

Although the social work staff going are not from the front line, unions have also said the burden of bureaucracy will be foisted on to those working in the field.

Ronnie Stevenson, Glasgow social work convener for the union Unison, said: “Senior management has made it clear 800 people can’t go without a diminution of service.”

Details emerged this week of further financial pressures impacting on the council-owned arms-length agencies, with Glasgow Community and Safety Services running a pound(s)3.5 million deficit for 2009/10, Glasgow Cultural Enterprises, the recently wound-up body running the Royal Concert Hall having a pound(s)900,000 deficit, more than 30% worse than expected and being picked up by the council. City Parking’s absence rate at double its target.

A briefing from the council’s senior officials to staff said: “There are a number of challenging areas for services in implementing this programme for significant change, and there is no doubt that the council will have to invest in service areas, in particular land services and social work, by restructuring, introducing new technology, employing recently qualified staff and apprentices.”

Glasgow City Council leader, Gordon Matheson, said: “It’s vital the Westminster and Edinburgh Governments recognise we are already tackling the problem and treat us fairly in the coming spending rounds.”

It’s the oldest question in the sales world – which works better, a hard or soft sales approach? The answer is… both. The skill of a truly great salesperson comes from knowing when to use which tactic – being able to shift gears from soft-sell to hard-ball, and then shifting back again, as sales relationships, dynamics of the marketplace and the many different factors that affect the sale come into play.

How do you know when to shift? Here are some suggestions:

Hard sell works when you have to cut through misinformation that holds up a sale. In real estate, a homeowner who hasn’t seen an offer in three months is ready for the aggressive approach.

A soft sell is great during the learning curve, when you’re building rapport. When you are gathering information on a client’s needs, budget, time frame, office politics, etc., that’s the time to listen and soft-pedal the sales talk.

The hard sell works when there’s only one piece of the puzzle missing. Get the deal in ink, and offer a contingency clause for that one piece, whatever it may be.

Try the soft sell when your client needs to feel in control of the final decision.

Some have sought help some there is no help for, while others are gainfully employed working for the government or news media.

Can we believe every conspiracy theorist we here? Should we even listen to these folks? He went on to tell me that there was a School District maintenance man who was caught by the FBI who planned to attack several schools there. He also said that he believed that the Euro Tunnel would not be attacked because it was how the Al Queda members were coming into London. After talking with him, he started to make sense and only time will tell if this gentleman was completely full of BS or if in fact his dreams are those of a psychic? Think on this?

For retail traders, forex arbitrage plays are generally limited to trades measured by seconds. However, with careful analysis of the global risk appetite in shifting currency markets, you can uncover longer-term possibilities.

Exploiting arbitrage opportunities in spot forex markets is a rare enterprise available to retail investors. Trading on the prices of multiple market makers and on firms providing “no dealing desks” can help generate upside potential for the active day trader. Paying close attention to the highs and lows of futures and spot forex prices also can help gain a momentary advantage in price direction.

However, here we’re aiming for a longer-term perspective. Using the activity in gold futures, along with close charting of the Japanese yen, equities and volatility measures can help pick clues for what could be the next source of dynamism that dictates forex market activity in G10 currencies.

The year 2007 has witnessed a shift in the underpinnings of the currency markets, transitioning from flows based largely on expectations of Federal Reserve policy, to flows driven by risk appetite. Examples include frequent episodes of carry trades into higher yielding forex, equities and metals and the subsequent partial unwinding of these trades. Capturing the next catalyst to currency market dynamics is neither a science nor an art, but a continuation of the patterns seen in the first half of 2007 and may help prepare for moves the rest of the year.

Before outlining these factors, it is important to shed light on the drivers behind the market developments of late February through early March, which triggered a 5% decline in the yen, a 6% decline in the S&P 500 and a sharp slide in high-yielding currencies in less than two weeks. More significant, gold dropped more than 9% during the same period amid a sharp reduction in risk appetite following a one-day 9% drop in China’s main equity index.

The surprise element of the Asian sell-off prompted an unwinding of risk-based carry trades, whereby investors borrowed low-cost yen and Swiss francs to take part in higher yielding currencies (Aussie, Kiwi, sterling, euro) as well as participate in rallying equities, gold and oil. The Chinese correction and fallout in the U.S. subprime market sent a jolt across these trades, prompting a sharp, yet brief, reduction in risk appetite and an unwinding in those trades.

As for the dollar, the impact was mixed. The unwinding of carry trades saw a rally in the U.S. dollar against the Aussie, kiwi, euro, sterling, Canadian dollar and gold, as traders unwound positions, which drove the preceding dollar sell-off earlier in the year. Once risk trades were re-established, equities surged to new highs and the yen slumped to multiyear and record lows. Complacency returned to the market, along with renewed pressure on the greenback in most of the second quarter and into the third.
